The California Educator Workforce Collaborative brings together California’s leaders in education to implement workforce initiatives in the face of a critical shortage of multilingual teachers. With support from the EBC and other funders, this Collaborative is led/facilitated by WestEd.
The Collaborative focuses specifically on reducing or eliminating financial barriers to teacher preparation pathways for teachers of color and those dedicated to serving early childhood and multilingual learners through two primary efforts:
• Developing their Financial Aid Playbook and a corresponding campaign to support prospective teacher candidates, district staff, and higher education faculty designing financial packages that provide sustainable, living wages to candidates.
• Identifying and removing barriers to sustainable, living wages for candidates pursuing high-quality, clinically rich teacher preparation pathways.

EL-WIN provides philanthropic resources to California LEAs–especially those that serve small and rural communities in the Central Valley and LA County–to work in partnership to build pipelines of the very best PreK-3 teachers that serve multilingual learners.
EL-WIN’s flexible resources are designed to support local partnerships in ways that strategically augment state UPK and workforce funding, explicitly center multilingual learners, and strengthen the bridges between the Pre-K and K-12 systems that make up early childhood’s mixed delivery system.
EL-WIN provides a support network and resource hub for COEs throughout the state. Coaching, meeting materials, grant writing services, content experts, data technical assistance, and peer learning supports are all available through their resource hub.

Early Care & Education Pathways to Success (ECEPTS) identified professional development needs and established a statewide apprenticeship pathway for both current and future ECE professionals to achieve a BA degree.
With support from EBC, ECEPTS offers ECE Professionals incredible resources:
• An advancement framework based on trends in the field
• The ECE apprenticeship program to cater to the needs of more advanced workers
• Courses on supporting Dual Language Learners (DLLs) and addressing anti-bias and anti-racism developed in collaboration with the EDvance program
Their final report shared how institutions can implement this program and offer ECE professionals a path to degrees.
With support from EBC, the Expanded Learning Teacher Apprenticeship Pathway (FCCC EXL) created a teacher apprenticeship program in collaboration with expanded learning program providers to create opportunities for expanded learning staff to begin teaching careers and effectively serve English Learners.
Additional resources developed to support the teachers in this apprenticeship program and beyond include:
• A community of practice with two community-based Expanded Learning providers, in collaboration with the National Center for Teacher Residencies.
• The Multilingual Learner Training Project, which provided bite-sized module trainings to nearly 1000 educators.
Kern County Superintendent of Schools & Merced County Office of Education
With support from EBC, the Kern County Superintendent of Schools and the Merced County Office of Education are working on providing training and coaching to a cohort of districts and educators. The goal of this work is to improve instructional practice for multilingual learners.
Specifically, the Kern County Superintendent of Schools is implementing GLAD (Guided Language Acquisition Design), and providing job-embedded coaching support to educators. The Merced County Office of Education is implementing SEAL (Sobrato Early Academic Language), and providing job-embedded coaching support to educators.

This Community of Practice (CoP), which is led by Education First, consists of 11 districts and county offices of education focused on improving and redesigning their professional development systems to ensure all Prek-3rd grade educators are prepared to meet the needs of multilingual learners.
Since 2021, the CoP meets monthly to grapple with persistent challenges, exchange best practices, learn from experts, and discuss the unique needs of multilingual learners.

Early Edge California partnered with EBC to launch the Multilingual Learning Toolkit, an online hub of research-based instructional practices and high-quality resources for practitioners working with children in preschool through 3rd grade (PreK-3).
To do this, their team conducted a literature review led by experts in the field, developed an accessible, easy-to-use website, collected resources, and built awareness and excitement among PreK-3 educators, administrators, and higher education faculty.
Since 2021, the toolkit has been an invaluable resource to over 38,000 unique users. With more than 400 free, open-source resources available, Early Edge aims to support young Multilingual Learners in various educational settings throughout California.

The English Learners Success Forum (ELSF) is dedicated to establishing and implementing best practices for multilingual learners of all ages.
With support from EBC, ELSF:
• Created the Early Childhood Guidelines for Multilingual Learners, focusing on key concepts for instructional materials in early childhood development
• Contributed to the Multilingual Learning Toolkit with valuable resources for early education and multilingual learners.
• Collaborated with educators to promote best practices for English Learner and Dual Language Learner instruction, specifically in the context of California's upcoming math adoption.
• Provided training to 88 educators and leaders, to ensure they are prepared for upcoming math adoptions and equipped to meet the needs of multilingual learners.
The work they do turns educators into meaningful supporters of multilingual learners through adaptive, comprehensive training.

• Helping Emergent Bilinguals Become Confident Writers
First 5 California’s Dual Language Learner Community of Practice, facilitated by the Glen Price Group, was piloted to identify the types of learning experiences available for dual language learners (DLLs) before kindergarten in California and understand their positive impact on children and families.
With support from EBC, members from across the state met monthly for a year to hear from local and national experts on DLLs, collaboratively problem solve, share resources, and reflect on grant implementation efforts. To share everything they learned, the valuable resources and lessons were published to a public blog that educators and leaders can read and explore.
Additional key partners involved in the effort included American Institutes for Research (AIR), Early Edge California, Catalyst California, as well as the 16 grantee counties, their partners, and the many DLL experts who shared their professional experiences and expertise during the Community of Practice meetings.

Oakland Unified School District (OUSD) has worked on the development and implementation of high-quality instructional materials for multilingual learners.
With support from EBC, the OUSD team was able to:
• Create effective English Language Development (ELD) lessons aligned with the California ELD standards.
• Developed approximately 25 lessons per grade level for English Learners Education English-Language Arts curriculum, all of which are free and accessible for teachers throughout the district.
• Created a strong team of teacher leaders who create, teach, and advocate for these high-quality ELD lessons. Established guiding principles and a framework for ELD lesson design, with 2-4 weeks of designated ELD lesson materials.
By combining high quality with sustainability, the Oakland Unified School School District has created a strong foundation for multilingual learners in their schools.

Californians Together, a statewide coalition, is dedicated to advancing the success of California's 1.1 million English learners. Through collaboration with the EBC, they are addressing systemic racial, language, and cultural disparities in education. Their focus spans early childhood to post-secondary education, advocating for evidence-based policies and practices.
With the support of the EBC, Californians Together has bolstered English learner educator engagement, particularly in the Central Valley region. Over 50 advocates attended the English Learner Advocacy Institute, with a select group participating in a yearlong fellowship to deepen local policy advocacy expertise. These advocates have united as the Valley English Learner Advocates (VELA), an integral part of the English Learner Leadership and Legacy Initiative (ELLLI). VELA Fellowship participants concentrated on dual language learners and early childhood education, with upcoming VELA gatherings prioritizing the needs of young multilingual learners. VELA's expansion in the upcoming year will be integral to strengthening educator relationships within the Central Valley.

Teach Plus launched the California Emergent Bilingual Change Agent Network to unite teacher leaders from across California as champions and advocates of multilingual learners.
Through this fellowship, teachers catalyzed schoolwide changes to better support the needs of dual language learners and English learners in their communities.
This fellowship offers teachers the opportunity to:
• Foster a strong collaborative network
• Develop untapped talent
• Accelerate progress at their schools
• Implement and exemplify best practices for emergent bilingual equity and access in education.
Growing together has allowed these teachers to create meaningful change for dual language learners in their communities now, with an impact that lasts a lifetime.
