Public Profit

The Emerging Bilingual Collaborative seeks to understand the multilingual education system-level changes since the initiative launched in 2019. EBC is partnering with Public Profit to evaluate those system-level changes over the full span of the EBC initiative, including documenting EBC’s contribution to system-level changes that benefit multilingual learners. Public Profit is an Oakland-based woman-owned consultancy that helps mission-driven organizations deepen their ability to learn from data, make great decisions, and improve the effectiveness and quality of their services. Public Profit will analyze shifts in multiple dimensions of the multilingual education space, including mindsets, policies, the educator pool, and multilingual education access. EBC will use the interim findings and 2027 final report to inform future work, share lessons learned, and demonstrate system-level changes to policymakers and funders. Ultimately, EBC will use the evaluation to make the case to public sector decision makers and philanthropies about the importance of supporting local, regional, and state educational systems to better advance equitable multilingual education.
